Four individuals implicated in a probe involving the manufacture of explosives and firearms in London, Ontario, are now facing 19 additional charges, as per court records filed on Tuesday. The accused individuals, Jerry Tong, Zekun (Alex) Wang, Fei (Frank) Han, and Feiyang (Astrid) Ji, were initially charged in January. They were all either students or recent graduates of Western University, with the three men having backgrounds in the university’s engineering department.
The updated list of charges, presented to the Ontario Court of Justice, now totals 31 separate counts. Some charges are collective against all four individuals, while others are specific to each accused person. The new charges encompass possession of five distinct explosive materials, possession of stolen property, and access to computer data related to firearm production.
The investigation, which originated on January 24 following a trespassing incident at Western University involving two men, culminated in the arrest of the accused individuals. Police subsequently apprehended the remaining suspects at a residence in the nearby University Heights area.
Law enforcement conducted an extensive search spanning several days at the residence on 212 Chesham Place, where Wang, Han, and Ji resided, as well as at two additional properties in Orléans, Ottawa, and Gatineau, Quebec.
Initially facing firearms charges when apprehended, including the creation of a handgun and possession of a loaded restricted handgun, the accused individuals now confront additional charges. Tong, Wang, and Ji are now accused of possessing magazines and suppression devices, in addition to another prohibited firearm. Tong and Wang are further charged with handling and carelessly storing a rifle.
Tong, bearing the brunt of the charges, faces additional counts related to incidents in other cities. These charges include storing rifles in an Orléans residence, manufacturing a prohibited firearm in Ottawa, and possessing a rifle at an unauthorized location in Quebec.
Tong, who possessed a firearms license, is facing charges for possessing a firearm at an unapproved location not designated on his license.
Wang and Tong have also been charged with events predating their arrests. Wang is accused of manufacturing a weapon between September 1, 2025, and January 24, 2026, while both individuals are charged with breaking into a Western building on October 9, 2025.
Court documents reveal that Tong, Wang, Han, and Ji have been charged with possessing explosive substances, including pentaerythritol tetranitrate (PETN), trinitrotoluene (TNT), dinitrophenol (DNP), hexamethylene triperoxide diamine (HMTD), and lead azide.
Additionally, the accused individuals face a new charge of possessing Western University property valued at less than $5,000. Wang is also charged with accessing computer data related to firearms, particularly design files usable with a 3D printer or metal milling machine for manufacturing purposes.
The accused individuals face varying numbers of charges: Tong (28), Wang (20), Han (11), and Ji (13). As the legal proceedings unfold, two individuals are out on bail, while the other two remain in custody. Tong did not seek bail and remains detained, while Han was denied bail and remanded back into custody. Wang was granted bail under stringent conditions, including 24-hour house arrest and supervision by two sureties, each posting $200,000. Ji is also out on bail without sureties.
